Männiku Tee 92
Männiku Tee is about 6 kilometres from
the centre of Tallinn. Traffic is quite heavy. Along the street there are some
one-family houses, but also apartments. Here, at Männiku Tee 92, The
Social rehabilitation centre (Sotsiaalse Rehabilitatsiooni Keskus, SRK) runs a
shelter for homeless people and released convicts on their way back into society.
Bottom floor is the after school-work for some russian
children in the area.
Entrance to the shelter.
Männiku Tee a day in april
2001. Straight ahead you get to the centre of Tallinn.
The Estonian state pays SRK for this shelter and other shhelters they have for the same purpose around Estonia. The budget has been cut, so now it is hard to meet the demands and needs. Nothing is allowed to happen...
but it can do it anytime. The roof is not in mint condition but has during 2001 been repaired by the city (who is owner of the house). Wood-parts is rotening, here and there is free sky, there is no isolation. But there is a good will and good hope to solve the problems with support from inside and outside of Estonia.
Economy is during 2002 even worse. There is no money for food or heating of the house. Society does not buy rehabilitation places for exprisoners in the same way as earlier. Budget cut is 60% in three years, from EEK 5 million down to 2 million. Need is still there! Lack of rehabilitation can strike back on society...
Do you see the light???
When is it gong to
"cave-in"?
Here are the consequences at only one
